Management of the Social Licence and Territorial Integration of Ecological Transition Projects in Catalonia
The project “Management of the Social Licence and Territorial Integration of Ecological Transition Projects in Catalonia” addresses one of the main challenges of the green transition: social opposition to bioenergy plants, waste treatment facilities and renewable energy projects. Local opposition, often driven by a lack of transparency, insufficient participation and the spread of misinformation, can lead to delays, cost overruns and even the suspension of strategic infrastructure projects.
Social acceptance is currently a key challenge shared by the three participating clusters: the Bioenergy Cluster of Catalonia (CBC), the Energy Efficiency Cluster of Catalonia (CEEC) and the Waste Cluster of Catalonia (CREC). Their collaboration in this project brings sectoral complementarity and multiplies its impact, enabling solutions to be transferred to companies, public administrations and local communities.

- Carry out a diagnosis and mapping of stakeholders, conflicts and good practices
- Define methodologies and conflict management protocols (prevention–mediation–post-implementation)
- Develop manuals and practical guides for project developers
- Build a shared narrative and educational materials
- Promote capacity building and knowledge transfer
- Establish a permanent space for collaboration and coordination
