The project “Management of Social License and Territorial Integration of Ecological Transition Projects in Catalonia” addresses one of the main current challenges of the green transition: social opposition to bioenergy plants, waste treatment facilities, and renewable energy projects. Local rejection, often driven by a lack of transparency, insufficient participation processes, and the spread of misinformation, leads to delays, cost overruns, and even the cancellation of strategic infrastructures.

Social acceptance is now a key challenge shared by the three participating clusters: the Bioenergy Cluster of Catalonia (CBC), the Energy Efficiency Cluster of Catalonia (CEEC), and the Waste Cluster of Catalonia (CREC). Their collaboration in this project brings sectoral complementarity and multiplies its impact, enabling the transfer of solutions to companies, public administrations, and territories.

Specific Objectives

  • Carry out a diagnosis and mapping of stakeholders, conflicts, and best practices.
  • Define methodologies and protocols for conflict management (prevention–mediation–post-implementation).
  • Develop manuals and practical guidelines for project developers.
  • Build a shared narrative and educational materials.
  • Promote capacity building and knowledge transfer.
  • Establish a stable space for collaboration and coordination.
